The Association française des municipalités de l’Ontario (AFMO) was founded in 1989 by Gisèle Lalonde, then Mayor of the City of Vanier, with the goal of advocating for the preservation and enhancement of bilingual municipal governance and service delivery in designated regions of Ontario under the French Language Services Act.

AFMO maintains and supports a network of municipalities and francophone and francophile communities to meet professional, political, and strategic needs in the municipal sector. AFMO provides elected officials and municipal executives with a forum and services in French and acts as an advocate and advisor in the municipal field.

Represent the interests of members on matters of shared concern; Promote training and professional development for members; Serve as a forum for exchange and dialogue among members; Maintain ties with other municipal stakeholders in Ontario and across Canada; Promote and encourage the use of the French language in municipal affairs; Promote Francophone immigration in Ontario and support the integration of racial and ethnocultural minorities in Francophone communities across Ontario.
Our Priorities
Offer training and professional development programs to municipal council members, staff, senior administrators, and associate members of the Association; Recruit new municipal administrations and associate members to join AFMO.
Purpose of the Call for Proposals
AFMO is seeking a consultant or consulting firm to undertake its next strategic planning exercise. Given the ever-evolving nature of the municipal policy landscape, AFMO wishes to initiate this process in the coming months to better facilitate and maximize the implementation of its directions and goals for the next three years.
Expected Deliverables
AFMO is currently accepting proposals to: Conduct an environmental scan and identify key issues in the provincial municipal policy system; Propose a participatory consultation and engagement process with the communities served as well as with partner organizations and institutions; Evaluate best practices in the field.
In Collaboration With the Board and Management
In collaboration with the Board of Directors and the manager, the successful candidate will:
- Conduct an external environmental scan and identify key issues in the Ontario municipal policy system as they relate to AFMO;
- Design and implement a consultation and engagement process for: Communities served, Members, Partner organizations, Board of Directors, Management team, Volunteers, Interns;
- Prepare and present the findings to the Board of Directors and the manager, including: An assessment of AFMO’s strengths in achieving its goals and strategies, An identification of gaps and challenges, Recommendations and presentation of realistic and engaging strategic options, An evaluation of the relevance of the current vision, mission, and organizational values, along with the implications of each recommendation;
- Prepare and validate the strategic orientation and the implementation plan, and present them to the Board of Directors and the manager;
- Propose and develop follow-up tools (dashboards) for the Board of Directors and the management team.
Consultant Profile
The consultant or team members responding to this call for proposals must have the following qualifications:
- Proven experience in strategic planning in the Francophone nonprofit sector, particularly in municipal policy;
- Demonstrated experience in the design, facilitation, participation, presentation, and implementation of strategic issues in municipal policy;
- Proven experience in assessing strategic issues in Francophone municipal policy;
- Innovation, flexibility, and openness to contributions from key stakeholders and the in-house team.
Required Proposal Content
AFMO requests that all submissions include the following elements:
- Relevant experience and qualifications in line with the requirements;
- Scope, approach, and methodology;
- Project management approach and proposed work plan;
- Organizational structure of the team and staff roles;
- Proposed timeline;
- Availability schedule;
- Description of deliverables;
- Three references.

Budget
All proposals must include a budget for delivering the requested outputs. The budget must:
- Include details such as hourly/project rates, estimated hours, and anticipated additional expenses;
- Reflect the financial capacity of a nonprofit organization;
- Note that all costs associated with responding to this RFP are the responsibility of the consultant or consulting firm.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Quality and innovation of proposed approach and methodology (25%)
- Project management approach and proposed work plan (25%)
- Relevant experience (25%)
- Price and value for money (25%)
Selection Process
AFMO will select and notify the supplier that best meets the requirements outlined in this RFP. The selected supplier’s full proposal will be evaluated based on the responses provided. The selected supplier will be invited to enter into a formal agreement with AFMO. If the selected supplier fails to enter into an agreement within 15 days of notification, AFMO reserves the right, at its sole discretion and without liability, to cancel the selection. Once an agreement has been signed with the selected supplier, all other suppliers will be notified in writing.
Conflict of Interest
Disclosure of any conflict of interest by team members is required. (An online form will be available shortly.)
General Conditions
AFMO reserves the right to request additional information from bidders; AFMO reserves the right to accept or reject any part of a proposal or the entire proposal; AFMO intends to award the contract to the supplier offering the best value after evaluating all proposals. Therefore, AFMO is not obligated to accept the lowest or any bid; AFMO will not be responsible for any costs incurred by bidders in preparing their submission.

This proposal is subject to the provisions of the Freedom of Information and Protection of Privacy Act. The selected supplier guarantees that all products, materials, and services provided under the contract will not infringe on any copyrights, designs, specifications, or other intellectual property rights of any other party.
